New ID Cards Keep Texas Safe

This week we took an important step forward in making Texas and its residents safer. The Texas Department of Public Safety will now require non-U.S. citizens to prove they are in this country legally before they can get a driver's license from the state. Once they do, the license will have a "Temporary Visitor" notice with the card's expiration date clearly printed.

Driver's licenses are used to enter government buildings, board airplanes, and much more, which is why fraud of this document is so dangerous. As Governor, public safety is a priority of mine which is why I think this new policy will do a great job improving security for all Texans.

Driver's License Checks

It’s a given we all need a certain level of security with the times as they are. However, we should always be (overly) cautious about the use of governmentally installed items that are designed to protect us; especially in ones issuing numbers with subsequent magnetic strips that can easily be entered into private data bases. It is not comforting to know that a place of business can scan your driver’s license for their private statistical use in the evaluation of risk (to determine fitness for check cashing and so on).

I have no problem with using the DL or state ID to indicate citizenship status. However, perhaps we should balance security issues with legislation that will put limits on the usage of these cards in the private sector that will limit the aggressiveness of businesses which utilize state documentation to maintain security in their private accounts.

Not knowing what my state DL number is being used for is quite unsettling.

QUESTIONS

What are we going to do with the non-U.S.citizens that cannot prove they are here legally? What about the non-U.S.citizens driving around that don't even have insurance. Will they get a "Temporary Visitor Card" with the expiration date on it for the required automobile insurance as well? What happens to a "Temporary Visitor" that is caught driving with an expired notice? Will they be taken to the INS and sent back to wherever? Will they be taken to jail? If we are going to attempt a fix, then fix it right the first time. How much money are we going to spend on this half_ _ _ fix.
